The report, Interstate Shipment of Municipal Solid Waste: 1995 Update, used 1993 estimates, the most recent figures available from the states. About 12.9 million tons of MSW were exported in 1993, which is 10 percent less than 1992 estimates. Disposal facilities accepted more than 14.4 million tons from out -of-state generators, 1.3 percent less than the previous year. Several states showed declines in MSW imports, most notably Indiana and West Virginia. The states ranked fifth and 10th, respectively, in 1993 imports, according to the study. Indiana's imports, estimated at about 861,600 tons in 1993, declined 55 percent from 1992 totals, while West Virginia's imports dropped 38 percent to 525,000 tons over the same time period. Second-ranked Ohio's imports, estimated at about 1.7 million tons in 1993, also dipped slightly from the previous year, continuing a decline of more than 50 percent since 1989. MSW imported to third-ranked Virginia in 1993 was almost equal to 1992 totals, holding steady at about 1.5 million tons. Pennsylvania, however, continued as the nation's largest importer from 1992 to 1993, accepting about 3.8 million tons - a 16-percent increase over the previous year. The state accounts for more than one-fourth of total wastes imported in the United States and preliminary 1994 data anticipates a further increase of 500,000 more tons, the report states. Although fourth-ranked Illinois did not compiled importation estimates for the report, several Illinois landfill operators told CRS they expanded their out-of-state business in 1993. CRS had no 1992 data for Connecticut but estimated the state accepted 775,000 tons in 1993, ranking it seventh among all importing states. New Hampshire also reported a 30 percent increase in imported MSW. The top two exporters - New York and New Jersey - exported about the same amount in 1992 and 1993, but third-ranked Illinois reduced exports by about 37 percent to 1 million tons. MSW shipments from Ontario, Canada, which totaled about 500,000 tons in 1992 were cut by almost half in 1993, largely due to a decrease in tipping fees at disposal sites in the Toronto area, the report said. CRS expects New Jersey's exports to decline by about 33 percent in 1994 because of increased in-state capacity. Officials in New York, which in 1993 exported about 3.9 million tons of MSW, believe this total may rise further in 1994, the report states.
